District Judge Paul Chan
Deputy Executive Director, Singapore Judicial College

District Judge Paul Chan is the Deputy Executive Director of the Singapore Judicial College.

He graduated with a Bachelor of Laws (1^st Class Honours) from the National University of Singapore. He obtained a Master of Laws from Harvard University. 

District Judge Chan commenced his career as Justices’ Law Clerk of the Supreme Court of Singapore. From 2010 until 2021, he served as an Assistant Registrar of the Supreme Court, adjudicating civil matters in the General Division of the High Court. In this capacity, he was also involved in a number of major reforms, including the establishment of the Singapore International Commercial Court in 2015 and the establishment of the Appellate Division of the High Court in 2021. He served as the Deputy Divisional Registrar of both the Court of Appeal and the Appellate Division of the High Court. In addition to his role in the College, he currently also presides over criminal matters in the State Courts of Singapore.

Extra-judicially, District Judge Chan has authored law journal articles and contributed to books. He is admitted as an Advocate and Solicitor of the Supreme Court of Singapore. In the academic sphere, he has taught at the Singapore Management University School of Law.
