Registrar's Circular No. 3 2023

Over the course of two editions, the ROC 2014 Admiralty Court Guide (Rules of Court 2014 Edition) (PDF, 2 MB)  (the “ROC 2014 Guide”) has set out the key case management features and specialist practices in relation to the exercise of admiralty jurisdiction in Singapore. Since the issue of the second edition of the ROC 2014 Guide on 25 October 2019, various changes have occurred in the practice of admiralty law in Singapore, which are reflected in the third edition of the ROC 2014 Guide.

2.         In addition, a new ROC 2021 Admiralty Court Guide (Rules of Court 2021 Edition) (PDF, 2 MB)  (the “ROC 2021 Guide”) provides guidance on the key case management features and specialist practices where the Rules of Court 2021 and the accompanying Supreme Court Practice Directions 2021 apply.

3.         The third edition of the ROC 2014 Guide and the first edition of the ROC 2021 Guide (collectively, the “Guides”) are enclosed and apply with immediate effect. The Guides supplement Order 70 of the Rules of Court (Cap. 322, R 5, 2014 Ed.) as in force immediately before 1 April 2022, Order 33 of the Rules of Court 2021, and the respective Supreme Court Practice Directions issued under the said Orders. The Rules of Court and the Supreme Court Practice Directions will take precedence over the Guides, if there is any inconsistency.
