Registrar's Circular No. 3 2023

1.     It is hereby notified for general information that updates to the following Registrar’s Circulars will take effect on 6 March 2023.

Registrar’s Circular No. 10 of 2020

2.     Registrar’s Circular No. 10 of 2020 (“RC 10 of 2020”) sets out updates on measures relating to COVID-19 after the end of the circuit breaker period.

3.     With effect from 6 March 2023, RC 10 of 2020 applies as if the existing paragraph 6 were deleted and replaced with the following new paragraph, which reflects the updated email addresses at which litigants-in-person may contact the Community Courts and Tribunals Cluster. 

Registrar’s Circular No. 13 of 2020

4.     Registrar’s Circular No. 13 of 2020 (“RC 13 of 2020”) (as extended by Registrar's Circulars No. 18 of 2020, No. 5 of 2021 and No. 10 of 2021):

(a) introduced, with effect from 13 July 2020, the dispensation of attendance of counsel and/or parties at pre-Assessment of Damages Alternative Dispute Resolution Conferences conducted pursuant to Order 34A or Order 108 of the Rules of Court 2014 and Practice Direction 40 of the State Courts Practice Directions 2014; and

(b) applies to the conduct of Assessment of Damages Court Dispute Resolution Case Conferences conducted pursuant to Order 9 and Order 15 of the Rules of Court 2021 and Practice Direction 45 of the State Courts Practice Directions 2021.

5.     With effect from 6 March 2023, RC 13 of 2020 applies as if:

(a) the reference to statecourts_eADCDR@statecourts.gov.sg in paragraph 5 were a reference to SC_eADCDR@JUDICIARY.GOV.SG. In other words, parties are to submit Quantum Indication Forms in Form 9B of Appendix A to the State Courts Practice Directions 2014 and Quantum Neutral Evaluation Forms in Form 11 of Appendix A1 of State Courts Practice Directions 2021 to SC_eADCDR@JUDICIARY.GOV.SG.

(b) the reference to “Categories of SFDs” in the header of the second column of the table found at paragraph 4 of RC 13 were a reference to “Categories of hearings”.

Registrar’s Circular No. 17 of 2020

6.     Registrar’s Circular No. 17 of 2020 (“RC 17 of 2020”) relates to the procedure applicable to orders to produce persons confined in prisons for civil hearings.

7.     With effect from 6 March 2023, RC 17 of 2020 applies as if the reference to contact@statecourts.gov.sg in paragraph 5(ii) were a reference to contact@judiciary.gov.sg.

Registrar’s Circular No. 8 of 2022

8.     Registrar’s Circular No. 8 of 2022 (“RC 8 of 2022”) sets out the dates of the State Courts Mid-year and Year-end Hearing Breaks in 2023.

9.     With effect from 6 March 2023, RC 8 of 2022 applies as if the reference to contact@statecourts.gov.sg in paragraph 3 were a reference to contact@judiciary.gov.sg.
